It is very important that she learns to trust you, the key to training your bird or any other animal is trust.
Talk in a soothing tone to her and say her name over and over, offer treats in the cage letting your hand linger there for a moment also slowly place you hand on the side of her cage several times a day but dont expect her to come near your finger.
Youre just getting her used to the look of your hand, this process may be slow but with repetition it will help greatly!

My suggestion with placing a perch on the outside of the cage would be to place it on the side as it is better to have them at a lower level than you when training.
Some great products to use would be a patio perch which hangs on the side of the cage, calcium perch which screws on the side of the cage or even an activity center that you would place on a table top and can be a great place to train.

I have a very young parakeet that I am trying to train. What are your suggestions for a perch to put on the outside of her cage and, putting branches on top of the cage. (which was both suggested to me). She is in a flight cage and does not have a covered top like the one in this video.
